News from the State Capitol

The Action Group continuously monitors developments at the Capitol, representing the collective voice of the people who write the checks for health care, ensuring that patients get the care they need at the right time, in the right place, for the right price.

The 2014 Legislature continues to move at a very fast pace. Almost one month into the legislative session, the following health care issues are gaining attention:

All Payer Claims Database
House File 2656/Senate File 2106 modifies the use of all-payer claims data and convenes a work group to look at expanded uses of that database.

Pharmacy Benefit Changes
House File 1872/Senate File 2284 is legislation being brought forward by the Minnesota Pharmacists Association to dramatically change how generic drug benefits and mail order pharmacies are managed. Pharmacy benefit managers and other stakeholder groups are very concerned about the possible cost implications for plan sponsors and consumers.

Advanced Practice Nursing
House File 435/Senate File 511 would enhance the ability of advanced practice registered nurses to practice independent of physicians. The bill is receiving a great deal of attention at the Capitol as the idea and discussion around health care homes evolves.

Home And Community Care Providers
In his supplemental budget, Governor Dayton has proposed a 4% increase to providers of Home and Community-Based Services, at the cost of $64 million in FY2015. Both the House and Senate will be submitting their own proposals for consideration.
